Mr. Downs has practiced in the intellectual property field since 1990,
specializing in electrical patents. He prosecutes patent applications in areas including
semiconductor devices, communication systems and devices, software applications and
bioinformatics.
Mr. Downs served in the U.S. Patent and Trademark Office in various
positions
from 1990 to 2001. In his last position, Mr. Downs served as a trainer for examiners
handling business methods, Internet security and software development patent applications.
Prior to serving as a trainer, Mr. Downs served as a Quality
Review Examiner. Mr. Downs has taught basic examination procedures
at the Patent Academy. Mr. Downs also held an examination position
as a Primary Examiner.
Mr. Downs has over twenty years of experience in the field of computer software
development and applications and, in particular, artificial intelligence.
